İzmir Metropolitan Municipality, Dept. of Parks and Gardens – Kültürpark (Turkey) 

"A symbol of urban memory and modern resilience." Managing a site as prestigious as Kültürpark  a second-degree natural and cultural heritage site  is no small feat. The team at İzmir Metropolitan Municipality has been recognised as ou International Best of the Best Team of the Year 2026 for their exceptional ability to preserve a historic landmark while transforming it into a data-driven, climate-responsive green space. 

Heritage versus modernisation 

Kültürpark is the historic home of the İzmir International Fair and a vital cultural hub. However, its status as a protected site brought unique obstacles: 

  • Regulatory rigor: Every intervention had to meet strict preservation laws, limiting physical changes and requiring highly sensitive planning. 

  • Complex coordination: The team had to align multiple municipal units  from restoration and event management to maintenance  to work toward a single, unified vision. 

  • Heavy usage: Balancing the park’s intensive daily use for sports, fairs and recreation with the need for infrastructure upgrades required a flexible, step-by-step approach rather than quick fixes. 

Data-driven sustainability 

Rather than imposing rigid engineering solutions on a historic landscape, the team used an innovative, analytical approach to infrastructure: 

  • Digital hydrology: Using a Digital Elevation Model created from 24,000 data points, the team mapped natural topography to identify drainage issues. This allowed for targeted, natural water management interventions that respect the park’s hydrology. 

  • Ecosystem services: By integrating carefully selected plant species, the team enhanced the park’s arboretum character. These improvements help combat the urban heat island effect, increase carbon sequestration and strengthen the park's biodiversity. 

  • Infrastructure renewal: The team successfully reinforced the park’s main pedestrian pathways, ensuring a sustainable and accessible layout with minimal, carefully designed adjustments to the historic routes. 

A global benchmark for quality 

The team’s primary achievement was the creation of a comprehensive management plan built on a detailed situational analysis and what they call an eight-theme evaluation framework. This plan wasn't just a document; it was a collaborative tool that bridged the gap between planning and on-site operational reality. 

The results: 

  • Green Flag accreditation: The team’s work led to Kültürpark securing its place among the world’s most distinguished 2,000 parks. 

  • Community ownership: Through direct engagement and participation in park activities, the team fostered a greater sense of shared responsibility among İzmir’s residents. 

  • Institutional growth: Managing multiple municipal requirements and heritage status strengthened the municipality’s institutional capacity, creating a flexible management framework that can adapt for future generations. 

A future-proof legacy 

The success at Kültürpark is a testament to what can be achieved when a team prioritises communication and data while being mindful of silos and tradition. By positioning the park as a resilient, globally connected space, the İzmir team has ensured that this ‘urban memory’ will continue to thrive in an era of climate change.
